A group of House Republicans is warning that the federal government lacks the ability to properly oversee science and technology agreements made between U.S. agencies and foreign governments, particularly with China. Lawmakers say this gap in oversight creates a dangerous opportunity for Beijing to exploit American innovations.
The warning comes after a review of existing interagency agreements revealed no centralized system to track or monitor these deals. Without such a system, officials cannot verify whether sensitive technologies are being shared or diverted in ways that threaten national security. Republicans argue that China has a long history of using legal loopholes to acquire cutting-edge U.S. research, especially in fields like artificial intelligence, semiconductors, and biotechnology.
One lawmaker described the situation as a "blind spot" in the government's defense of intellectual property. The group is now pushing for new legislation that would require all federal agencies to report foreign partnerships to a single oversight body. They also want stricter penalties for agencies that fail to comply.
Critics of the current system say the lack of transparency is not just a national security issue but also an economic one. Allowing foreign rivals to benefit from taxpayer-funded research undermines American competitiveness. The Republicans are calling for immediate action before more technology slips through the cracks.
