Will Washington’s tech crackdown test fragile US-China truce?

New restrictions from the Federal Communications Commission are adding fresh friction to the delicate truce between Washington and Beijing, just weeks before a likely face-to-face meeting between President Trump and President Xi Jinping. The agency moved to tighten limits on telecom equipment from Chinese vendors, citing national security concerns. That decision is now forcing Beijing to weigh its patience against growing domestic pressure to respond.

For months, both sides have signaled a desire to stabilize relations. Trade talks have resumed, and diplomatic channels are open. But the FCC action, which expands earlier bans on certain network components, lands at an awkward moment. Chinese officials have publicly downplayed the move, calling it a routine regulatory step. Privately, however, sources say there is real frustration that Washington keeps chipping away at the same sensitive areas even as it asks for cooperation on other fronts.

The timing matters. Trump and Xi are expected to meet on the sidelines of an international summit next month, and both governments have been careful to frame the meeting as a chance to manage differences rather than resolve them. Yet the FCC decision complicates that narrative. Beijing has limited options. It could retaliate against American firms in China, but that would risk derailing the broader trade detente. It could also quietly accept the ruling and hope for better outcomes later, but that would invite criticism at home that the leadership is too soft.

Analysts say the real test is whether both sides can compartmentalize. The tech crackdown is unlikely to be reversed, but it may be possible to keep it from poisoning the entire relationship. The summit, if it happens, will show whether the truce can survive these constant small shocks. For now, Beijing appears to be holding its fire, but the patience is not unlimited.
