A Virtual Power Plant (VPP) is a system that networks many small-scale energy resources—such as home solar batteries, smart thermostats, and electric vehicle chargers—to act like a single, traditional power plant. This technology is widely seen as a cleaner and more cost-effective method to manage peak electricity demand, enhance grid reliability, and delay the need for expensive infrastructure projects.
The Commission's order emphasizes that planning for such distributed energy resources is no longer optional but a necessity for a resilient and economical grid. By not proactively incorporating VPP strategies into its long-term forecasts, Consumers Energy is failing to demonstrate a commitment to least-cost planning for its customers.
