A new legislative proposal in Vermont seeks to impose stricter regulations on the types of technology students can use for learning in public schools, a move that lawmakers and child advocacy groups describe as long overdue. The bill, introduced amid growing unease over the pervasive role of screens in education, would require school districts to evaluate and limit the use of digital devices, including tablets, laptops, and educational apps, based on evidence of their impact on academic performance and cognitive development.
Proponents of the measure, including a coalition of Vermont teachers and parents, argue that excessive reliance on technology has contributed to declining test scores, shortened attention spans, and increased rates of anxiety among students. "We are seeing children who cannot focus without a screen in front of them," said one veteran educator who testified before the state legislature. "The data is clear: overexposure to digital learning tools is harming their ability to think critically and retain information." The bill would mandate that schools adopt a "digital minimalism" approach, prioritizing hands-on, teacher-led instruction over software-based curricula.
Opponents, however, warn that the legislation could hinder innovation and widen the digital divide for students who lack access to technology at home. Some school administrators have expressed concern that the rules are too rigid and fail to account for the benefits of adaptive learning software for students with special needs. The bill is currently under review in the House Education Committee, where further debate is expected before a potential vote. If passed, Vermont would become one of the first states in the nation to formally regulate classroom technology use based on cognitive health metrics.
